Why it's regulated
Vapes contain lithium batteries (an aviation fire hazard, so they must travel in the cabin) and deliver nicotine, which is controlled on public-health grounds. Several countries ban sale, import, or even possession, with heavy fines or prison for travelers.
Typical allowance
Some countries allow a modest personal-use quantity of vapes and e-liquid duty-free, while others (for example Thailand and Singapore) ban import and possession entirely with severe penalties; always check the destination before traveling.
